Police workshop, Andhra
Pradesh
17-18 January 2012
The CSSS organised a 2-day workshop on
‘Sensitisation of Police Force for promoting Communal
Harmony and National Integration” on 17-18 January 2012,
at the SVP National Police Academy, Hyderabad. The event
was coordinated by COVA, Hyderabad. There were as many
as 189 participants, including 159 trainee-officers of
the Academy and serving officers of the IAS and IPS from
Andhra Pradesh, Maharashtra, Tamil Nadu and Rajasthan
States. A list of participants is attached.
The
workshop was inaugurated by Vibhuti Narain Rai, IPS,
Vice Chancellor of Mahatma Gandhi International Hindi
University, Wardha (Maharashtra). Following the welcome
address by the Director, SVP Academy,
Delivering the Key Note address, Dr.
Asghar Ali Engineer, Chairman, CSSS elaborated on the
secular credentials of the Indian Constitution and
thriving multi-cultural character of the Indian Society.
For centuries, people belonging to different religions,
cultures and languages have been living in total harmony
in India. However, the first cracks in the society
appeared following partition in 1947. He traced the
reasons for surfacing of communal tensions, especially
between Hindu and Muslim communities, in the later
years. Analysing the reasons for the communal tensions
and violence, Dr. Engineer said that in most cases
economic rivalry and vote-bank politics were mainly
responsible and religious differences hardly played any
major role. Irrespective of the reasons behind such
incidents, the district administration and the
law-enforcement agencies had the responsibility of
bringing the situation under control. However, in doing
so, these agencies are expected to act in an unbiased
and just manner while bringing the trouble-mongers to
book. They are, even according to the Code of Conduct,
expected to treat every citizen on an equal footing,
keeping in view their citizenship rights. But, most
often, due to extraneous reasons, only the members of
the minority community were branded as the culprits. He
said that even when the law-enforcement agencies wanted
to act in an unbiased manner, they felt helpless when
vested
interests
in the polity intervened. He called on the participants
to try, in spite of the political and other pressures,
to discharge their duties in in unbiased manner. He
reminded them that it were the minorities and women who
needed their protection much more than anybody else. At
the same time, it is their duty to fix the
responsibility without regard to the caste, creed or
religion of the wrong-doer.
A number of serving and retired officers
of the IAS and IPS cadre expressed their opinions and
made suggestions following the lecture by Dr. Engineer,
who fielded a number of questions posed by the
participants.
On the second day of the workshop, the
participants were addressed by Dr. Ram Puniyani, Syed
Mazhar Hussain (COVA) and Ms. Supriya Bhalerao of the
All India Women’s Congress.
In a special interactive session, a panel
of moderators consisting of Dr. Asghar Ali Engineer,
Professor Lal Bahadur Verma and Shri Vibhuti Narain Rai
handled the questions raised by the participants. With a
view to understanding the mind-set of the participants,
a questionnaire on Communal Sensitisation was issued and
the responses of the participants collected and
analysed, making it the basis for further discussions.
